most of the republicans in the senate voted for this bill. what is the problem that the house republicans have with it? >> well, the house is a fundamentally different place than the senate, judy. remember, this is not the first time we've seen this dynamic. back in february there was the debate over that very payroll tax holiday that is expiring... that has expired frankly at midnight. you got 89 or 90 votes in the senate for that. that deal fell apart in the house. the highway bill got 74 bipartisan votes in the senate. that fell apart. they're two different places. there had been tacit assurances or at least pronouncements from the house republican leadership after speaker boehner's plan-b fell apart last week that the senate had to act and that that was the only way forward. there's some frustration as you can imagine, on the house side now that the senate did act and acted with 89 affirmative votes for the tough deal that leader mcconnell and vice president biden struck. only to have a rebellion in the house republican conference. now th

we had the brady bill other bills in general when you look at the broad survey of the research, it is very hard to see big differences. there are some areas where you do see differences, some of the magazines do reduce en masse killing. but the level of murders, it doesn't really change much. which think it is fertile to make progress, most gun violence is suicide. and a lot of those suicides are impusive. and if you can delay the people's access to guns by a week you really can do potentially some good at preventing some suicides especially senior citizens. so i think there are some possibilities. the danger there, again this is all problematic, most people kill themselves with guns, do it with handguns which are not really under discussion here. and so the social signs data i think is reasonably fond not that it doesn't work but it doesn't work a lot. >> what is your sense of whether the white house understands the politics of this. i mean whether there are so many questions about the effectiveness, i mean the real effect of the law, then there is the politics. to question whether b

112th congress that put forth funding for the this particular intervention and i'm hoping that the sad horrific event will make us rethink supporting this particular bill. >> brown: what about that barry rosenfeld? what are the possibilities there? what are the limitation there is? >> well, i certainly would agree. i applaud the president for the idea of expanding mental health services. it's an indirect solution to a much more present problem. i think the more we can improve general mental health functioning among kids and young people and adults and our returning war veterans the better we are at the macro level but we still have that same problem of individuals who most need these services being very hard to identify and once the differences have started to stanley mcchrystalize i don't know we'll have much success having an extra counsel knorr the school. i think we have to put more resources into understanding violence to begin with. i'm always shocked of how little of our national institutes of health money goes towards understanding violence and the causes and the treatments for
